The United Nations General Assembly hall

General Assembly: DISEC

Agenda Topic

AI-Enabled Cyber Warfare and Autonomous Digital Defense

Chair: Amin & Vice Chair: Tiara

Topic Summary

Cyber operations now disrupt power grids, hospitals, shipping and elections, and artificial intelligence is making them faster, cheaper and harder to trace. Systems that can find vulnerabilities and launch attacks at machine speed shorten the time defenders have to respond, while autonomous defences can misread a signal, escalate an incident or act against infrastructure that civilians depend on. When an algorithm acts, it is unclear who is accountable or how international humanitarian law applies.

The United Nations has agreed voluntary norms of responsible state behaviour in cyberspace, but there is still no binding treaty on military cyber operations, and states disagree about what counts as an armed attack and how compliance could be verified. The committee will examine these gaps and negotiate norms, safeguards and cooperation for the age of AI.

About the Committee

Chair's Letter

Distinguished Delegates,

Welcome to the Disarmament and International Security Committee (DISEC) at SRH Berlin Model United Nations 2027. I am honored to serve as your Head Chair, and I am looking forward to working with all of you in the months ahead and during the conference itself.

My name is Amin Rahmani. I was born in Afghanistan, a child of war, and the questions this committee debates were never abstract to me. I am now studying for a bachelor’s degree in International Business Administration with a focus on Digital Marketing at SRH Berlin, and I serve as Vice President of SRH Berlin Model United Nations. I came to this chair as a delegate: I have taken part in two SRH MUN conferences, most recently in May 2026, where I received the Outstanding Diplomacy Award.

Our agenda topic is “AI-Enabled Cyber Warfare and Autonomous Digital Defense.” It is one of the few questions in international security that has no settled answer yet. This topic challenges us to consider how artificial intelligence is reshaping conflict in cyberspace and what this means for international security, accountability and cooperation. I encourage you to examine both the possibilities these technologies offer and the risks they create, while working towards practical solutions that reflect your countries’ perspectives. Expect strong disagreement. The states with the most advanced capabilities and the states most exposed to them want very different things.

Whether you are attending your first MUN or returning with experience, I look forward to meeting each of you in Berlin. Come prepared to ask questions, challenge arguments thoughtfully and collaborate with your fellow delegates. We will be available to support you throughout this experience, so do not hesitate to reach out with any questions before the conference.

Good luck, and see you in conference.

Sincerely,

Amin Rahmani

Vice Chair's Letter

Esteemed Delegates,

It is my pleasure to welcome you all to the Disarmament and International Security Committee (DISEC) at SRH Berlin Model United Nations 2027. It is a privilege to serve as your Vice Chair, and I am delighted to welcome you to what I hope will be an intellectually stimulating and rewarding conference.

Having had the opportunity to chair twice before, I value MUN deeply. Each conference brings new perspectives, challenges, and opportunities to learn, and I am honored to continue this journey with all of you.

This year, our committee will address AI-Enabled Cyber Warfare and Autonomous Digital Defense, a topic that lies at the intersection of technological advancement and international security. As artificial intelligence reshapes the nature of modern conflict, questions of accountability, security, ethics, and international cooperation become increasingly important. Your task will be to navigate these complexities and work towards solutions that consider both the opportunities and risks of an evolving technological landscape.

I encourage you to approach this committee with curiosity, conviction, and an open mind. The strongest debates emerge when delegates are willing not only to stand by their ideas but also to listen, adapt, and collaborate.

I look forward to the discussions we will share and the solutions you will develop together. Make your time in DISEC count, and remember that meaningful diplomacy begins with the willingness to engage.

Sincerely,

Tiara Sunil
